Hon: Acting Colonial Secretary,

The Attorney General and the Crown Solicitor autho-

rise me to say that in their opinion the ammexel notes of

evidence do not furnish sufficient ground for a criminal

prosecution as the eviacnee is not inconsistent with consent

on the part of Li Sz-uri,

Upon receiving your instructions of the 7th. instant

I consulted the Attorney General after which I visited the

Hospital accompanied by Mr. Mok Man-cheung of the supreme

Court who acte as interpreter.

I could not take the evidence of the girl herself

because Mr. Mok aid not understand her speech, and it was

arranged to send Inspector Quincey at 10 a.m. next day,

Friday.

On Thursday I took the evidence of the employees of

the Asylua. The attempt to take the girl's evidence was

again abortive as Inspector Quincey could not understand

what the girl said. On Saturday morning the Hakka Inter-

preter of the Police Court assisted and by his aid I was

able to extort from the girl the details of the case. Ii

left to herselithe girl would either remain atte or burst

into a torrent of words, it therefore became necessary to

put leading questions to her anu at times to resort to pan-

tomime to make her understana. Every now and again she

would turn aside into the next room whence she had to be

coaxed back. Under these circumstances I am unable to report
